IT Proposal Specialist

Overview

We are seeking a seasoned Bid and Technical Proposal Specialist to lead the preparation of high-quality technical proposals for European Institutions. The ideal candidate will have extensive experience in writing technical proposals and at least 6 years of experience in IT projects and / or services management field, preferably with International Organisations.

Responsibilities

Develop comprehensive technical answers and clarifications during EU tender processes.

Collaborate with pre-sales and solution teams to design scalable, secure, and high-performance IT solutions.

Define governance and operational models, including roles, responsibilities, and service functions.

Establish high-level IT Service Management (ITSM) processes and practices in line with ITIL standards.

Define quality management frameworks for IT projects and services.

Describe step-by-step methodologies (e.g., development lifecycle) and processes to achieve specific project objectives.

Work with internal technical experts to translate solutions into complete and compliant tender responses.

Participate in workshops with technical stakeholders to build consensus and ensure alignment across proposal components.

Review and provide constructive feedback on technical documents prepared by other contributors.

Present and explain owned documentation during internal peer reviews.

Draft, update, and maintain internal IT documentation.

Requirements

University degree or successful training in IT at minimum of 2 years' post-secondary education in a computer-related field.

Proven experience in technical writing for IT projects, preferably within the context of EU public sector tenders.

Fluent English (at least, C1 level) and excellent writing and communication skills.

Ability to translate client requirements into clear, concise, and technically accurate documentation, particularly in the context of project and service management.

Ability to work independently and collaboratively in a fast-paced, deadline-driven environment.

Attention to detail and a structured approach to documentation.

Good command on M365, including MS Word, MS PowerPoint, MS Excel, MS Teams, etc.

Nice to Have

IT-related certifications regarding management best practices (e.g. ITIL Foundation, Scrum Master).

Knowledge regarding Project Management methodologies / best practices both for Agile and Waterfall (e.g., Scrum, ITIL, DevOps, PRINCE2, PM2, etc.).

Experience as Team / Project / Service Leader or Delivery / Service / Operations / Project Manager, Operations Manager.
