What are we looking for?
We are seeking a Project Director to lead and oversee all phases of a desalination plant project (civil works, engineering, assembly, commissioning), under EPC or similar contractual models.
The successful candidate will be responsible for ensuring that the project is delivered within scope, schedule, budget, quality, safety, and environmental standards, while meeting contractual requirements and client expectations.
Key Responsibilities
Project Management
- Act as the overall project leader and main point of contact with the client and key stakeholders (owner, regulatory authorities, local communities).
- Ensure compliance with contractual obligations (EPC / O&M / other related agreements).
Planning and Control
Define and approve the master project plan, key milestones, and deliverables.Coordinate all phases : basic and detailed engineering, civil works, assembly, testing, commissioning, and start-up.Financial and Cost Management
Define and manage the overall project budget and cost control throughout the project lifecycle.Approve and manage scope changes, deviations, and change orders.Monitor financial performance, project certification, and invoicing.Technical and Quality Management
Ensure that designs, calculations, specifications, and equipment selections comply with technical standards and applicable codes and regulations.Supervise multidisciplinary engineering (civil, mechanical, electrical, process, instrumentation & control).Review, validate, and document technical deliverables to ensure alignment with client requirements.Procurement and Supply Management
Participate in supplier selection, bid evaluation, and contract negotiation.Oversee manufacturing, logistics, delivery, and installation of main equipment, ensuring compliance with schedule, quality, and warranty terms.Construction, Assembly, and Commissioning
Supervise execution of civil works and installation of mechanical, electrical, and automation systems.Ensure compliance with safety, occupational health, and environmental standards during construction.Lead testing, commissioning, performance trials, and final acceptance of the operational plant.Risk and Compliance Management
Identify technical, contractual, environmental, safety, and scheduling risks early and define mitigation plans.Ensure compliance with local regulations, permits, environmental and safety requirements.Team Leadership and Coordination
Build, motivate, and lead internal and external technical teams (engineering firms, consultants, contractors).Define roles, responsibilities, and clear reporting lines.Foster effective communication across disciplines, headquarters, and with the client.Reporting and Performance Monitoring
Provide regular progress reports to the project committee / company management, covering status, milestones, risks, and costs.Track key performance indicators (KPIs) : schedule, cost, quality, safety, environment.Make strategic decisions to keep the project aligned with objectives.Minimum Requirements
Bachelor’s or Master’s degree in Civil Engineering, Industrial Engineering, Water Engineering, Mechanical Engineering, or another relevant discipline.Significant experience (typically 15–25 years) in managing large, international projects, preferably in desalination or water treatment plants.Proven track record leading EPC / turnkey projects, ideally in seawater or brackish water desalination facilities, including civil works, engineering, assembly, and commissioning.In-depth knowledge of applicable technical and environmental standards and regulations, both international and local.Fluency in English (spoken and written); other languages are an asset.Excellent leadership, communication, negotiation, and problem-solving skills.Strong financial management skills, including cost control, budgeting, and contract management.Availability for national and international travel.Proficiency with project management tools (MS Project, Primavera, etc.), document control, and risk management systems.What We Offer
